*通常不会有最后一项费用，除非：
1）货物的价值被港口检查人员发现被过度低估（因为税收与货物的申报价值成正比）或是申报的类别不符（各个类别货物的进出口都各有不同的条例及程序）；或是
2）涉及管制品的进出口（比如含有管制成分的药物等），
